There are 44 men on the Indian Staff, and during the year just past there have been no less than 23 resignations by Indian Members of the Staff.
The best organised gaol in the world could not be satisfactorily administered under such frequent changes in its staff.
On Monday last the entire Indian Staff requested an interview with me. I have to-day seen the senior members of the staff, and they once more ask me for an answer to their application of a year ago which was, it must be remembered, only a repetition of similar applications made in March, 1897, to Mr. Lethbridge, and in May of the same year to myself, who was then only acting Supt. of the Gaol.
I have explained to the men that the delay is occasioned by reference home, and I promised to bring the matter once more to the notice of Government.
